Is it possible to have all outgoing mail of users to BCC to a specific account with out them knowing it?
We need to monitor correspondence.

Yes, you can add a preset content filter rule using the Add Preset button then selecting the "Send Copy of Outgoing Mail To" preset rule to create a copy of the email to one or more other email addresses. This will create a new email so the recipients will be completely hidden from the recipients of the original email.
