"The outgoing Mails service is not enabled"

Hello - trying to set up a new instance of AMS on a new server, but any mails I send get bounced back from it with this message ("The outgoing Mails service is not enabled") - but it is, the ports are open... what can be the cause of this?

part 2:

similarly webmail is enabled but won't load in my browser. Port 8000 is open too... ??

I have AMS running fine on another server I administer, but I can't figure out what can be "wrong" on this one. DNS is managed externally - are there any particular DNS entries I should be aware of that need to be set?

OK, sorry - turned out the hosting provider has the whole thing behind another firewall, which didn't have port 8000 open. FInally got there.
