Query with RBL "Trigger Count"

Hi
Please can you help me to understand the the "Trigger Count" in the "Spam Filtering / RBL" settings...

The help screen says that this specifies how many RBLs need to evaluate true before mail is classified as spam, but how does this relate to the "Set SPAM Flag" setting for each RBL?
If each RBL rule has its "Set SPAM Flag" box ticked, does it still ONLY get marked as spam if the trigger count is reached, or do these over-ride the Trigger Count?
Do all RBL rules need to have "Set SPAM Flag" ticked, or is the mail automatically classified as spam when the trigger counts is reached?

The trigger count is the number of RBLs that need to evaluate true (indicate SPAM) for ANY action to be taken. For example, if one RBL triggers with SPAM flag action and another triggers with a custom event and the trigger count is 2 then both actions will be taken but if only one triggers then neither action will be taken.
