maximum users reached - not

I have a "Lite" licence, and 23 users. When I try to add another I get a message telling me I have already got the limit of 25 and so prevents any more being added. I can count (really!) so wonder where AMS os geting 25 from? Over time I have deleted old accounts and added others, so presume some counter somewhere has got out of synch.... ?

I would have to double check but I think either or both of aliases and mailing lists are also counted as users.
