The import tool will have run as part of the setup wizard on the first run of AMS 2011 rather than in the initial installation. However, there is a version 2.xx import tool you can run via Settings -> Tools of the admin interface. This will import all of your version 2.xx settings. You can optionally instead just copy the config folder from your old installation folder to move all settings.

I was not able to make Version 3 work and had to go back to the previous version.

Following the instructions I gave you can easily just copy your config folder over and then swap NT services over to switch over to Ability Mail Server 2011 with no trouble.
