Additional Notifications to Administrator

It would be good to have email notification to the administrator similar to the ones which can be sent when a virus was detected.

This would be good for things like:
* Oversize Emails
* System Errors
* Account Lockouts Etc

This would be good to know that the system will tell you if there is a problem which may need attention, or potentially will have a user coming to you in about 10 minutes asking for you to fix it!!

We do intend to add a better administrator email notification system in a future update but this will most likely be a post-AMS3 release.
