add users by script

Is there a way to add new users or delete users through external scripts?
I need to add/delete users, including all sorts of quotas and rights through an external website. Best would be if there is a way to do it via CLI...

You can either edit the INI file system directly to add users (domains.ini, users.ini etc.) or convert the user storage to an ODBC database and use a script to add users to the database instead. Changes are noticed by the mail server every 30 minutes by default. This auto-reload time can be edited in the general settings.
