Anti-hammering blocked IPs are stored within the software and removed after the block time given for that service. These are never put into file as they don't need to be. Restarting or re-initializing the mail server will clear all anti-hammering entries if you need to.
I agree that this would be a useful feature. However, there is one block list per service so you would have to edit each list sepeartely. I've made a note of your suggestion to be considered for future updates.
