The SPF record you provided contains the command 'include:custspf.register.com' (essentially redirecting AMS to use the SPF record at 'custspf.register.com' domain). Upon checking the SPF record at custspf.register.com, I find that the domain doesn't provide an SPF record. This means that the SPF lookup is correctly generating a PERMERROR. I would hazard a guess that the domain was referencing some service of register.com that is no longer is active. If you want to avoid any mail failures from this, you could either white list the domain that sent the email, or ensure PERMERROR's don't mark the mail as SPAM/reject the mail.
